Personality: Your first introduction to Hino Rei is when she assaults the heroine of the series (you know the one) in the face with one of her handcrafted talismans to ward off evil. And, really, this introduction sums up Rei to a T -- she's a shoot first ask questions later kind of girl. If there's a door in your way, guaranteed Rei will be the first one to suggest that she just knock it down. Her chosen designation of fire is no coincidence -- she is fiery, somewhat unpredictable, a little callous, and a bit rough around the edges. But like all good shoujo animes, there has to be a tsundere character, and that tsundere character is Hino Rei.
While on the surface Rei is brash and dismissive of Usagi's antics (and, really, the antics of the rest of her friends), she is kind and sweet to the core. She brushes off Minako's love-crazed rants and Usagi's mooning over Mamoru, but deep down, she very much wants that life for herself. A collector of manga and a watcher of boys, Rei lives in a Shinto temple and wishes to be head priestess one day, but that doesn't necessarily mean she has to give up her other pursuits in the meantime. She wants to be a voice actress, a model, travel the world -- the sky is the limit for Rei and she intends to accomplish every single one of those things before her time on this planet is done. A typical teenage girl living with a lot of adult responsibilities, Rei tries her best to manage both her senshi life and her teenage life with an air of grace that the other senshi manage. It's often a failure, but both are extraordinarily important to her.
Fiercely loyal to her mission and to Usagi, Rei will do anything and everything within her power to ensure her safety and their mission's success. You need a person to go into the pits of Hell in order to get the job done? Call Sailor Mars, because she'll get it done and be back home in time for tea. She has died for her mission and her friends and would happily do it again, without regret or remorse. Her position as a senshi -- a guardian of the universe -- is something she takes very seriously and she often chastises Usagi for not doing the same. "We're soldiers, stop obsessing over boys!" And though Rei is often hypocritical in that statement, she means it every single time. Their duty is what binds them together, along with their friendship. It's something to be taken seriously, not for granted.
Rei is harsh with her friends, she is encouraging when it counts. She pushes Minako to pursue her dreams of being the next idol of Japan. She encourages Makoto to live life as she wants to live it and not be brought down by how others perceive her. When Ami has difficulty fitting in, Rei is one of the first to tell her that she's so brilliant she doesn't need anything else. And whenever Usagi is down in the dumps about poor grades or a failure of leadership, Rei is always at her right hand to tell her that she needs to pick up her head and keep going. Rei, who was once the outcast of the school system for being the "freaky witch girl", is the backbone of the senshi when it matters the most. She drags them forward when they don't think they can keep going anymore.
Adstringendum has given Rei a more callous approach to individuals. She's a bit less optimistic and more shrewd given the big bads. She's older, more skilled, more practiced in fighting, and has survived living in literal hell. She's still the same confident, brash, occasionally reckless shoujo powerhouse than she has always been -- but she's grown up a bit, become more of a natural leader. And she had been looking forward to going home, when THIS HAPPENED. Rude.
So, in short -- Rei can be a jerk. Well, scratch that, she kind of is a jerk, but she is one of the most loving, compassionate, determined, loyal jerks you will ever meet in your entire life. And you would be lucky to count her as a friend, because once Rei decides you are her friend, nothing is going to change that. Literally nothing.

Rei: Rei is mildly psychic, able to see into the future of her own volition. By the end of the series, she has a pretty clear grasp on her powers, and is shown to be able to predict lottery readings and other such things that are totally not an abuse of her power at all. She is also gifted with sight, unwanted premonitions of terrible events that are to come -- those she has no control over and they come and go as they please.
She can also sense spirits and dark energy, and ... well, energy in general. I have a permissions post in her journal available for characters to inform me whether or not Rei can sense their energy or if they would rather not. :)
Mars: Sailor Mars is gifted with the power of ~*~flame and passion~*~ which includes a pretty excellent shoujo transformation sequence and a pretty sweet outfit. This outfit is compromised of magical energy and seems to protect her even though that makes no goddamn sense, but it's a shoujo anime, so deal with it, it's the power of love. She is shown to have a skilled control over fire and crafts it into a lot of cool attacks. Her most powerful one is the Mars Flame Sniper, which is literally a giant flaming bow of death. She also has excellent aim with said flaming bow of death, so please avoid pissing her off. (Also, all gifts Rei has transcend into Mars, but not the other way around -- Rei cannot summon a giant flaming bow of death on command unless she is transformed, but Mars can sense dark energy).

Rei, clad in boots, jeans, and a loose sweater, has explored as much of the Marsiva as she's able. This obviously isn't Adstringendum, and it isn't home, either -- so either Castiel's ritual screwed up or someone else has kidnapped her and put her on a spaceship. Apparently.
It takes about five minutes before Rei eventually figures out how to address the network -- her old PCD is in her pocket and is officially defunct, unable to send out messages, but this new device seems to connect. But before she does, she draws in a breath, letting it out slowly. Brushes her hair into something acceptable, pursing her lips to figure out what to say...
"Ask for people who know who you are," Rei says to herself, fiddling with the communication device. "Quick facts, nothing else. You know you're on the Marsiva, you know you're in space, you know you have something in your head... what don't you know? You don't know if any the senshi are here, you don't know if any enemies are here -- "
Rei pauses and peers at her device.
It has a red blinking light on the side.
She stares at it for a moment before her lips twist into a scowl, and she huffs to herself, staring into the camera, almost daring for anyone to let her know it was recording the entire time.
"My name is Rei -- who here knows my face?"
